Position Title: HR Operations Director

Employee Classification: Salaried
Hours: 1.0 Full Time Equivalent (40 hours/week)
Compensation: Pay range $83,912-$103,201 based on experience

About the Position:
As the HR Operations Director at APANO, you will lead and oversee human resources, operations, and culture, equity and integration. You will ensure the successful implementation of strategic initiatives, policies and processes through collaboration across the organization. You will also cultivate values-aligned organizational culture and the growth and development of all team members through effective coaching and training.
Our ideal candidate is well versed in Human Resources (HR) and non-profit compliance, operations, is an experienced supervisor, and has both experience in and passion for organizational culture and equity. The HR Operations Director reports to the Co-Executive Director. Direct reports for this position include: HR Manager, Operations Manager and Culture, Equity & Integration Manager. This is a hybrid position that will require travel to the office for HR and Operations related duties and occasional travel.
Position Responsibilities:
Human Resources & Culture, Equity, and Integration (CEI) (30%)
- Lead the HR and CEI teams; setting objectives and strategies for effective HR management and operations and CEI integration.
- Oversee organizational compliance with federal, state, and local legislation pertaining to all personnel matters.
- Communicate and enforce organization values, policies, and procedures.
- Oversee training, development, and coaching initiatives to enhance staff capabilities and performance.
- Oversee conflict resolution processes and navigate restored conflicts effectively.
- Ensure the design and implementation of HR policies are compliant with regulatory requirements.
- Partner with legal resources to mitigate risks and ensure compliance with employment laws.
- Collaborate with CEI team to develop, implement and champion organizational culture initiatives and lead equity work to promote retention, diversity and inclusion within the organization.
- Oversee and monitor independent contracting processes.
- Work closely with HR and Finance teams on benefits management.
Operations (30%)
- Oversee all operations APANO facilities, including but not limited to: Orchards of 82nd (O82), including the O82 Community Space, and APANO West office space.
- Manage insurance partners and verify coverage meets organization needs and funder requirements.
- Ensure safety planning and procedures are up to date and provide regular training for staff.
- Ensure organizational licensing and registrations are compliant.
- Ensure organizational systems provide necessary and accessible capabilities for effective program delivery.
- Collaborate with Operations Manager and Community Development team on building projects to assess risk, ensure compliance, and that efforts are aligned and resourced.
- Oversee APANO’s data and volunteer management systems, including developing and implementing standard operating procedures for EveryAction, APANO’s Customer Relationship Management software.
Development (20%)
- Collaborate with the Development team on general operating fundraising strategies and grant applications. Including, collaborating with communications to develop narrative and other documentation to uplift HR, CEI and operational impact and needs.
- Develop and oversee Operations, HR and CEI budgets.
- Provide comprehensive support in documenting and verifying compliance checks, while assisting with backend fundraising operations to ensure smooth and efficient administrative processes.
Distributed Leadership & Supervision (20%)
- Work with the Director Team to nurture and sustain a culture of shared decision-making and leadership.
- Work with staff to support organizational culture and use of HR, CEI and operational tools, templates and resources.
- Partner with stakeholders to streamline HR, CEI and operational processes and support organizational needs.
- Work closely with HR Manager, Operations Manager, and Equity Manager to ensure cohesive team operations and ensure support of relevant organizational committees.
- Supervise, guide, and support team members, including managers, and other contractors and collaborators.
- Set individual annual performance goals and provide feedback, support, and accountability towards goals. Support staff professional development and learning.
Qualifications and Skills
The HR Operations Director will have:
- At least 5 years of proven experience in Human Resources.
- At least 5 years of proven experience in nonprofit operations.
- At least 5 years of proven experience in organizational culture and equity work.
- At least 3 years experience in managing direct reports and leading cross-functional teams.
- Strong experience in training and facilitation.
- Demonstrated ability to navigate and resolve conflicts.
- High ethical standards and ability to handle confidential information.
- Deep commitment to and vision for APANO’s mission and strategic plan, including an understanding of the role of grassroots community organizing in social change and movement building.
- Respect for and demonstrated experience working with Asian and Pacific Islander activists, and a deep understanding of issues affecting Asian and Pacific Islander communities.
- Excellent leadership and interpersonal skills.
- Strong communication and presentation skills.
- Ability to strategize and implement HR initiatives.
- Proficient in GNSA and Google Suite.
- Sufficient English proficiency, as this position communicates regularly in written and spoken English
- Ability to pass background check
- No higher education degree required, but may supplement years of experience.
Preferred, but not required:
- HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR)
- Conflict Navigation certification (e.g. mediation, restorative justice)
- Experience utilizing EveryAction or an equivalent CRM
